Wednesday's Chronicle refers to Amendment 15, which in publication order is the written-records and collective-bargaining-continuity proposal, and the official floor coverage says it had been adopted. That establishes that the convention will vote for a written bargaining record.
The governance half fared worse. John Grace Branch 825 proposed a new Art. 9 §11(f) giving the Executive Council, together with the president, authority and responsibility for collective bargaining — a shift toward shared executive governance. Its individual disposition is not stated, and related bargaining-authority proposals were generally defeated or withdrawn.
For 2028 that suggests transparency is the winnable half and moving bargaining authority is the contested one.
