🪧 The Steward's Role
Union stewards represent letter carriers through the NALC (National Association of Letter Carriers). Stewards address questions about workplace rights, hours, discipline, unsafe conditions, and unfair treatment. Day to day, that means filing grievances, explaining members' rights under the National Agreement, and providing experience-based guidance on the workroom floor.
🗂️ Building a Case File
Strong representation starts with strong documentation. When investigating a potential grievance, gather the facts and paperwork early:
- Get statements and timelines from the grievant and any witnesses while memories are fresh.
- Pull the relevant forms — PS Form 3996 (overtime/help requests), PS Form 1571 (undelivered or curtailed mail), and PS Form 1838-C (route evaluation).
- Reference clock rings, TACS entries, and Daily Workload Logs to establish what actually happened.
- Identify the article of the National Agreement at issue and the remedy you'll request.
✅ Steward Checklist
- Confirm the carrier's Weingarten right to representation before any investigative interview that could lead to discipline.
- Track grievance deadlines carefully — the contract's time limits are strict.
- Keep copies of every form, statement, and piece of correspondence in the case file.
- Communicate clearly and respectfully with management when raising and attempting to resolve issues.
- Follow up with the grievant so they know where their case stands.
New to the role? Identify the issue, gather the documentation, cite the contract, and ask for a specific remedy. When in doubt, reach out to your branch officers and lean on the grievance process and union resources sections of the training manual.
