Branch 701 (Missoula, MT) brought exactly this to the 2026 convention, as eight separate amendments covering every national officer. Each replaced a fixed salary with a percentage of top-step full-time carrier-technician pay: the president at 180% (stated in the proposal as $152,953.20 on March 7, 2026 rates, effective Jan. 1, 2027), executive vice president 175%, vice president 170%, and secretary-treasurer, assistant secretary-treasurer, director of city delivery, director of safety and health and National Business Agents all at 165%.
The official floor record reports them voted down as a group, described as the pay-reduction proposals.
That is the same mechanism as approach (a) above, and it has been tried and beaten once. Approach (b) — a floor tied to average carrier salary with a percentage per responsibility level — was not put to the 2026 convention in that form.
