The 2026 convention voted on precisely this question and kept the existing practice. On Wednesday, August 5, after debate over the procedure, delegates voted 3,016 to 1,426 to retain NALC's longstanding method of voting on the Executive Council's recommendation rather than framing each vote as direct adoption or rejection of the amendment or resolution itself.
How that procedure works in practice: Secretary-Treasurer Nicole Rhine read the Executive Council report on constitutional amendments before they were taken up, and Executive Vice President Paul Barner presented the Council's recommendations on legislative resolutions. The recommendation, not the proposal, is the operative question on the floor.
It can be beaten on an individual item — delegates overturned the Council's disapproval of the USPS locality-pay resolution, 1,909 to 1,781 — but the procedure itself survived by a margin of better than two to one.
One naming note for the drafters: NALC's body is the Executive Council, not the Executive Committee.
