The 2026 record explains how a resolution ended up in this position. Resolutions had to reach Secretary-Treasurer Nicole Rhine's office by June 3, 2026 to be printed in the Resolutions and Amendments book given to delegates. NALC expressly kept the ability to consider resolutions received after that date — but they were not in the printed book.

That mattered on the floor. On Wednesday, August 5, the convention moved to accept Executive Council-approved resolutions en bloc, and proposals submitted after the book was published were excluded from that blanket action and instead shown or read to delegates individually.

Reconstructing which resolutions those were is hard from outside: as of August 18, 2026 no publicly downloadable copy of the delegate Resolutions and Amendments book, the late-resolution packet, or the Executive Council recommendation sheets had been located. NALC's secretary-treasurer keeps the union's records and is the office to ask.
