Except where an item is independently confirmed in NALC's official floor record — locality pay is the clearest example — an endorsement there does not establish that a proposal met the June 3 deadline, appeared in the delegate book, or was formally considered. Friday's official record says 11 general resolutions were considered that day and three passed.
